Re-creating recovery partition after release upgrade?

Currently running Pop!_OS 19.04 and will upgrade to 19.10 as soon as it's available. Is there, or will there be, a way to re-create or replace the recovery partition with a 19.10 one after in-place upgrade so that if I need to restore my installation I can do so without needing to upgrade afterward? Or would this require a from-scratch install of 19.10?

Upgrades with `pop-upgrade` will upgrade the recovery partition, and perform the upgrade with the recovery partition. It should be ready in time for 19.10. See past "This Week in Pop!" updates.
